Disciplinary decision on Nov. 8 2009 incident
Incident: on Nov. 8th 2009 around 1 pm, a parent attempted to park on the passing lane in front of the school main entrance to drop off her son. She confronted and challenged the OCCS security patrol when asked not to drop off her son.

Later, both parents came to the school office, again confronted and challenged the Principal and other school officials. They also refused to identify themselves.

In the 2009-2010 school year, OCCS administration updated the school regulations and asked all parents and students to sign an acknowledgement form.

On "OCCS Parent Patrol Regulationpdf item 3 (see OCCS e-mail sent to all parents on September 20, 2009), it is stated that "For safety reasons, students can only be dropped off at the inner lane next to the school gate. The outer lane is for traffic only".

On OCCS "Student and Parent/Guardian Code of Conduct Agreementpdf and "Parent/Guardian Code of Conductpdf, it is stated that "Everybody must cooperate with authorized school personnel and follow their directions." "Violation of such rules will bear from a lost of security deposit up to expulsion of student from the school." "security deposit will be forfeited and the parents will be required to replenish security deposit fund by writing a $50 check to OCCS."

We are very disappointed that this unfortunate event had happened. The incident is clearly a violation of the school rules.

Based on the school rules, this family’s $50 security deposit will be cashed and they need to resubmit a $50 security deposit check to OCCS. The family can appeal this decision to OCCS Parent Committee.

A police officer will be on site during OCCS school hours to enforce the Law.

For the future, if you do not agree with the authorized school personnel, please do not confront the personnel directly. In stead, please calm down and contact the Parent Committee.

We hope that we all learn from this unfortunate incident. We are appreciative to the cooperation of the majority of rule-abiding school population. We, the volunteers, strive to provide the best Chinese language education and a safe learning environment. Thank you for following the rules!

Please read the revised OCCS Parent Code of Conduct pdf and Parent Patrol Regulation pdf based on this incident.

Thanks for your understanding and support

Traffic and safety patrol duties for 2009-2010 school year
Ensuring our children’s safety and keeping our school in order will still be one of our top priorities for the new school year. We need to enforce the safety and administrative order in the Chinese school. This year, we will continue the program and have 5 parents perform traffic and safety patrol duties for each Chinese school day. Each family will only be selected once a year to do the job. The selected 5 parents will be assigned to one of the two shifts:

First shift: 3 parents, 12:45 - 1:15 pm, outside traffic patrol
                        1:15 - 2:30 pm, inside safety patrol

Second shift: 2 parents, 2:30 - 4:40 pm, inside safety patrol

The first shift will perform both outside traffic patrol and inside safety patrol with the following duties. The second shift will perform duties 1, 4 and 5.

  1. Go to the administrative office to get a yellow vest, and return the vest to the office when completing the shift.
  2. Stay outside of the main entrance to direct traffic, and make sure that (1) no one drops off anyone on the outer lane in front of the main entrance and (2) no cars parked or waiting on the inner lane during peak time.
  3. Direct traffic on the parking lots as needed.
  4. Walk around inside the building. Stop children from running in hallways, playing with lockers and fire alarms or doing anything dangerous. Ask parents not to stay in the 2nd floor classroom hallway when class is in session. Stop parents from chatting if it disturbs teaching in classrooms. Stop anyone from damaging school property. Stop anyone from moving furniture outside the classroom. Make sure that no food or drinks are allowed outside the cafeteria, and no weapon-like equipment is allowed to be brought into school. Uphold school’s regulations.
  5. Report any accidents/incidents to the administrative office.
Ensuring the safety of our children is the responsibility of every parent. Please mark your calendar and make an effort to perform your patrol duties when your name is chosen. If you have other commitments on the day you are assigned, please make arrangements by either switching with your friends or asking your friend to do it on your behalf. Please email or call school security coordinator if you cannot find a substitute. Due to the number of people who will be involved in patrol duties, we would appreciate it if you can make alternative arrangements yourself.

For those who come from the east side on Hard Road, you may experience long waiting when turning left to the school between 12:50 pm to 1:05 pm. We suggest you plan to come to school 10 - 15 minutes earlier.

We’d like also to express our special thanks to Yongping Guo and Mingdeng Zhong for organizing the patrol teams for the last school year. This year Qingjie Chen will be leading this effort. Qingjie Chen will notify the selected parents the schedule ahead of time. So please check your email for your school patrol assignment. If you would like to select a date and shift in advance to fit your schedule, please email qingjiechen_2000@yahoo.com (Note: there is a _ between qingjiechen and 2000) or contact Qingjie Chen at 439-0966.

Updates on OCCS facility Usage Negotiation
  • As requested by WKHS (Worthington School), we have added the rule of no-smoking allowed on the school ground to the transition plan.

  • About the food/drink issue, the following agreemenets have been reached:

    1. OCCS will encourage parents not to bring any food/drinks to WKHS.
    2. OCCS will set aside three tables in the Cafeteria for parents/students that absolutely need to eat/drink, due to travel, medical need or other necessities.

  • At this point of time, no agreement has been reached between WKHS and OCCS as to how the gym should be used.  We hope that parents can bear with us and give us time to reach a reasonable solution with WKHS on this.

  • OCCS has rented WKHS from 12:30 PM to 4:45 PM, so all OCCS related activities should be held within this time frame.

OCCS School Administration and Parent Committee would like to express their sincere appreciation for your understanding, cooperation and support through this difficult time.  We hope that you¡¯ll continue to work with us.

A Letter from 2009-2010 Principal - Lin Xu
Dear OCCS Parents,

My name is Lin Xu, and I am very honored to be your newly elected OCCS principal. Thank you very much for your trust!

As principal, my goal is to continue the school's excellent tradition of providing quality Chinese language education to our children by improving our curriculum and teaching quality. As I know that parents are an integral part of any good educational institution, however, I am also interested in promoting greater transparency for the decisions and changes made by OCCS. Please visit our website at http://www.columbus-occs.org/ periodically to stay current and locate information of interest. We always welcome feedback from you!

I would like to encourage you to get involved in our children¡¯s education and volunteer at OCCS events. The success of OCCS in the past 15 years is inseparable from the tireless and unselfish volunteering work many of you have devoted. With your continued support, I truly believe that the 2009-2010 school year is going to be another success!

If you have any questions or concerns, please feel free to email me at occsprincipal@yahoo.com. Though we might not be able to satisfy all requests, we will try our best to get back to you based on the interest of the majority of our students and parents.

Have a wonderful summer, and I look forward to seeing you in the fall!

  Policy on Using WKHS facility
Dear Parents,

We are very fortunate to be able to rent WKHS facility for our school. It¡¯s a privilege to be able to use the facility for various parents/adult activities in addition to the classes for our students. However, as many of you know, we have had some incidents and conflicts in propertly using the facility in the past.

In order to better manage the utilization of the facility outside school/class activities, we are encouraging more parents¡¯ involvement by asking all self organized activity groups to register with school administration and to assist with the management of school facility.

To register your utilization of school facility, please fill out the School Space Usage Application form  pdf and send it to the facility management team: Chen Xiyou, Xu Lin, and Zhong Mingdeng. Starting from April 19, 2009, the facility management team will verify that all personnel using the space in the cafeteria, hall way, and gym are registered. We will review our policies over the summer and appriciate any feedback.

In addition, parents¡¯ utilization of space is secondary to space needed by OCCS classes. The school space is shared by all and no group should have the exclusive rights to use a specific space. Group activities should be open to all OCCS parents interested.

Thank you all for your support and cooperation!

Lan Bloch    OCCS Principal
Jay Zhang    OCCS Parents Committee Chair
